Oregon Sex Offender Registry Overview

The Oregon State Police run the central sex offender registry for the whole state. This registry tracks all sex offenders who must register under Oregon law. There are roughly 32,000 registered sex offenders in Oregon. The state groups these offenders into risk levels. Level 1 means low risk. Level 2 is moderate risk. Level 3 is high risk. A fourth group called Sexually Violent Dangerous Offenders, or SVDOs, covers the most serious cases. Each level has its own rules for how long an offender must stay on the registry in Oregon.

The public website only shows Level 3 and SVDO sex offenders. That is a key fact to keep in mind. Out of about 32,000 total registered sex offenders in Oregon, only around 1,266 are Level 3. That means the public site leaves out roughly 98% of all sex offenders in the state. A KATU investigation found that the vast bulk of Oregon sex offenders do not appear on the public registry at all.

You can enter up to five zip codes at once. The site returns results for Level 3 and SVDO sex offenders only. Each result shows a photo, name, age, and address of the offender in Oregon.

How to Search Oregon Sex Offenders

You have several ways to search for sex offenders in Oregon. The state registry is the main tool. But it only shows the highest risk offenders. For a broader search, you can use other state and federal resources. Each has its own scope and limits.

The Oregon Offender Search portal lets you look up people in the custody of the Oregon Department of Corrections. This is a separate tool from the sex offender registry. It covers all offenders under DOC supervision, not just sex offenders. You can search by name or ID number. Results show the person's status, location, and sentence details in Oregon.

For court records tied to sex offenses in Oregon, you can use the Oregon Judicial Case Information Network, or OJCIN. Access costs $8 per name search through the OJCIN system. Sex Offender Risk Levels in Oregon

Oregon uses a classification system to sort sex offenders by risk. The Board on Public Safety Standards and Training or local supervisory authorities assign these levels. Each level affects how long the person must register and whether their name shows on the public site. The four levels are:

  • Level 1 (Low Risk) - Can petition for relief from registration after 5 years
  • Level 2 (Moderate Risk) - Can petition for relief after 10 years
  • Level 3 (High Risk) - Posted on the public website, lifetime registration required
  • SVDO (Sexually Violent Dangerous Offender) - Posted on the public website

Only Level 3 and SVDO sex offenders show up on the public registry in Oregon. This means most registered sex offenders are not visible to the public online. Level 1 and Level 2 offenders still must report to law enforcement. They must keep their registration current. But their names and photos do not appear on the state website. Oregon Sex Offender Registration Rules

Sex offenders in Oregon must follow strict registration rules. They must report within 10 days of their birthday each year. They must also report within 10 days of any change in residence, school enrollment, or legal name. A 2019 law, HB 2045B, added new rules that took effect on January 1, 2021. Sex offenders in Oregon must now report any legal name change and must give 21 days notice before any international travel.

Several Oregon counties and cities have their own sex offender tracking programs. Multnomah County leads the state with 3,589 registered sex offenders. Marion County has 2,010. Washington County has 1,772. Lane County has 1,769. Clackamas County has 1,367. These five counties hold the largest share of Oregon's sex offender population.
